Planning Ordinances

Ordinances dealing with Land Use Planning has been adopted over the years to implement and update land use regulations. The process for adopting land use oriented ordinances by the Board of County Commissioners is well outlined and is a public process. Notices, minutes and other related materials can also be found in the Planning department archives. Not all ordinances are shown below, but scanning is still underway.

Ordinance 2002-02, adopted by the County Board of Commissioners on May 20, 2003. This ordinance added Wind Power Generation Facility siting requirements.

Ordinance 2002-06, adopted by the County Board of Commissioners on June 5, 2002. This ordinance amended previous versions of the Umatilla County Development Code with specific changes to the M-1 and M-2 Zones relating to allowing Animal Clinic, Kennel or Hospital as Conditional Use. 

Ordinance 2002-07, adopted by the County Board of Commissioners on July 22, 2002. This ordinance amended previous versions of the Umatilla County Development Code. 

Ordinance 2002-08, adopted by the County Board of Commissioners on August 14, 2002. This ordinance amended previous versions of the Umatilla County Development Code to implement the Transportation System Plan .

Ordinance 2003-01, adopted by the County Board of Commissioners on January 9, 2003 for a Goal 3 Exemption to allow a school, church and other non-farm buildings and dwellings on acreage of high value soils for the Hutterian Brethren. The zoning remains EFU with a Limited Use (LU) Overlay.

Ordinance 2003-02, adopted by the County Board of Commissioners on March 11, 2003. This ordinance amended Ordinance No. 83-04, codified in Chapter 1152, County Land Development Ordinance for Home Occupations in EFU Zones.

Ordinance 2003-03, adopted by the County Board of Commissioners on June 30, 2003 to amend the Comprehensive Plan and add a site to the Goal 5 Aggregate Resource Inventory.

Ordinance 2010-07, adopted by the County Board of Commissioners on October 6, 2010 amending the Aggregate Resource Inventory to add a significant site known as T4N, R27E, Section 27 Tax Lots 300 & 600 and T4N, R27E, Tax Lot 2200 (all of Section 35).

Ordinance 2011-02, adopted by the County Board of Commissioners on March 17, 2011, amending the County Development Code with a number of changes during the annual update.

Ordinance 2011-03 & ORDER #BCC-2011-053, adopted by the County Board of Commissioners on July 21, 2011 amending the Umatilla County Development Code and adding 152.020 Storage Containers. Order #BCC-2011-053 allows for a six-month grace period for those landowners who currently have storage containers on their property to obtain a zoning permit without a $75 fee.

Ordinance 2019-01, adopted by the County Board of Commissioners on March 20, 2019, co-adopts City of Stanfield ordinances to remove land located to the northwest of the city from the Stanfield Urban Growth Boundary (UGB) and add land located to the southeast of city to the city UGB.

Ordinance 2019-02, dopted by the County Board of Commissioners on March 20, 2019, amends the Figure 13 map adopted as part of Ordinance No. 2003-09. The 2003 ordinance amended the Umatilla County Transportation System Plan for the Westland Road/I-84/I-82 Interchange Area.

Ordinance 2021-01, adopted by the County Board of Commissioners on January 6, 2021, amends the EFU Type IV, Review IV Land Division section to allow parcels to be partitioned that do not meet the EFU parcel size minimum for certain approved Utility Facilities.
